OSCE Secretary General: negotiations on Donbass conflict settlement reach deadlock

The efforts of the Contact Group to resolve the situation in Donbass lead nowhere, the risk of a large-scale resumption of hostilities is still high. Such an opinion was expressed on Wednesday by OSCE Secretary General Thomas Greminger at the Warsaw Security Forum, which took place on November 8-9 in the Polish capital.

"We are in complete deadlock in the negotiation process to resolve the situation in Donbass," Ukrinform quotes Greminger. According to him, the Contact Group is trying to agree on the implementation of the peace agreements, but without the political signal from the "Normandy Four" the negotiators and OSCE observers "the maneuvering field is limited."

He also drew attention to the fact that recently there has been a discussion of the issue of the deployment in Donbass of a UN peacekeeping mission. However, according to the OSCE Secretary General, this can divert attention from the main issue - the implementation of the Minsk accords.

Greminger also noted the lack of progress in the security sector on the contact line in Donbass. After the announcement of the next truce, the silence regime establishes only for a short time, and then the shelling again intensifies, he said.

"There is a lot of heavy weapons on the line of contact, so there is a big risk of a large-scale resumption of hostilities," Greminger stressed.
